a bit of rubbing = spacers?

i've got some tire rubbing on the frame (see attached pictures)

if the solution is spacers where could i buy them? longer bolts too?

come to think of it, i also need a proper lug wrench and jack.

any suggestions?

If it is only rubbing a little you could adjust the steer stop. You would loose a little turning radius, but you would not have to deal with spacers.

thanks!
that makes sense, but could have already been done by the prior owner, but i'll look into it.
any ideas where to find correct lug wrench and jack? (or even a suggested superior aftermarket jack, etc.)
